How do I sue a collecion agency that violated federal laws?
The national laws specifies a debt collector can't call before 8 am. This one called 7:21 am. The law allows me to sue for $1,000. But I need the name of the owner or CEO of the company. The name of the collection agency is Plaza Associates.
This is not what you want to hear but just from what you have said it is going to be very hard to prevail in your case. You are talking about the FDCPA(Fair Debt Collection Practices Act). More specifically Section 805(a)(1).

a) COMMUNICATION WITH THE CONSUMER GENERALLY. Without the prior consent of the consumer given directly to the debt collector or the express permission of a court of competent jurisdiction, a debt collector may not communicate with a consumer in connection with the collection of any debt --
(1) at any unusual time or place or a time or place known or which should be known to be inconvenient to the consumer. In the absence of knowledge of circumstances to the contrary, a debt collector shall assume that the convenient time for communicating with a consumer is after 8 o'clock antimeridian and before 9 o'clock postmeridian, local time at the consumer's location;

The catch here is they are to assume that they can not call before 8am in your local time zone, but that is not set in stone. They could make a case that they know this is a convenient time for you. You would have to prove that they did call you, but also knew this was an inconvinent time.
As to suing them for $1000. Yes you could file a suit for $1000 however you would also have to be able to prove that the damages rose to a level of $1000. In Section 813(b)(1) in determing the amount of damages to award.

Basically a single phone call at 7:21 am is probably not going to rise to a high level because there has been no history of persistance in the non-compliance.
I am not saying you can't try and sue them. Just that any suit at this time probably won't go anywhere. You need to make a stronger case than a single phone call against them.
Now, what you can do is send them a Certified Letter with Return Receipt. In the letter state that they are to no longer contact you by phone at all. Once they receive this if they make another phone call you have a much stronger case.

How much does having bad debt effect getting a federal law enforcement commission?
I have a couple of credit cards that got out of hand a few years ago, and I'm still trying to pay them back. They've been sent to a collection agency and I'm now going through a debt management company to get them paid off.
Its a pretty big deal. It was when I applied for a U.S. Marshall position, it was when I applied for my city PD job and it was a massive deal when I got my TS clearance in the military.
Its a direct gauge of your level of responsibility. If its under control and you're getting it taken care of, they will see that.
How much credit card debt is enough to disqualify me from getting hired into a federal position?
I have been offered a GS13 level position within a federal agency, and I am about to proceed with the first background check (prior to both my start date, and full blown security investigation). I have about 70K in student loans, a few K left to pay on my car, and about 15K in revolving debt. Despite these debts, my consumer credit rating is over 750 and I have never been late paying any of my bills. I am however concerned that the 15k in revolving (i.e. credit card debt)accounts will draw a red flag. What is the threshold for revolving debt in the federal hiring process? Do they pay more attention to the underlying habits (i.e. on-time payments) as do the consumer reporting agencies, or will they disqualify me for having a relatively high credit card load?
Hard to say, depends upon the position. They do not like a person in debt, subject to bribes....wait and see, nothing you can do until you pass it. Security checks vary, depending upon "how deep"...there are levels. Good luck to you! (former US FED/SES/DC)
I have a tax refund question.I checked my refund status on the irs website?
It said my refund was mailed on the 8th but at the bottom there was a note that said my refund may be reduces to pay a past due obligation such as child support or another federal agency debt. It did not have this note until they said the mailed the check on the 8th before that there wasn't anything there. So can anyone tell what that means are they taking my refund?
That is a disclaimer that they added as of the date they intended to mail your refund because debt is the last thing they verify before printing and mailing your check. It says it on everybody's refund status (if they have filed.)
The IRS would process an offset if you owed child support, federal student loans, or other government debt. I do not owe anything and I still have the disclaimer. My check was mailed on the first and has been received, but the disclaimer was and still is there.
Now, if you do owe. Then they will take all, or as much as possible, of the balance of the debt up to the full amount of your refund. If you do not owe - then they kept nothing because you don't owe.
The people above are crazy and do not even know what disclaimer you are referring to. I do not know why people answer questions when they, in fact, have no answer.
Would a federal agency pay for my college intuition? Any programs?
A career in the military isn't looking so bright because of some health screw ups that could have been prevented if my parents took me to yearly physicals as a kid.
We don't have any money for me to go to college because of even more bad, thoughtless, and selfish decisions my parents made, and I don't want to be in serious debt for the rest of my like they are.
Do they have any programs available that I can apply for that will pay for a Criminal Justice degree but, I must join their agency(sort of like the different ROTCs)? I was originally planning on serving around 8-12 years in the military and then looking into this sort of job but, I don't think it's a possibility anymore.

Make a visit to the institution that you want to attend for your Criminal Justice courses, speak to a Guidance Counselor and check to see what financial aid is available through them.
If you stop and think about it, being an M.P. is not such a bad deal either.
