House Spending Panel Flatlines NSF, Squeezes New Facilities Science AAAS

The National Science Foundation (NSF) would receive no increase in 2012 under a spending plan unveiled today by the U.S. House of Representatives' panel that funds several science agencies .

The House commerce, justice, and science appropriations subcommittee will vote tomorrow on a $50 billion spending bill that would eliminate the entire $900-million increase that President Barack Obama has requested for NSF for 2012. Erasing that 13% boost would leave the agency's budget at its current level of $6.86 billion, which was $65 million below its 2010 spending level. It would also derail the doubling of NSF's annual budget over 10 years, a pledge first made by President George W. Bush and reiterated by Obama.

The House panel would actually add $43 million to the $5.56 billion NSF currently devotes to its six research directorates; in comparison, the president had requested a $690-million boost. But the panel proposes to reduce money for the foundation's education programs; its budget would shrink to $835 million rather than growing to $911 million under the president's proposal.

Is my IRS return money going to be automatically applied to my installment agreement debt?

Is my IRS return money for this year going to be automatically applied to my installment agreement debt from last year, or will they actually give it all to me?

1. I am on an installment agreement for 2005 taxes
2. I am expecting a nice tax return back from the IRS for 2006 but wonder if they will just decide to keep it and apply it to what I owe them.

It would be an added bonus if you could provide a link to confirm your answer as I can't find anything on the IRS website, etc.

Thanks!

The IRS will apply any refund towards your debt. Period. Here's a link to the relevant article on the IRS website: http://www.irs.gov/businesses/small/article/0,,id=156496,00.html

"Will I Still Get My Tax Refunds if I have an Installment Agreement?

As a condition of your installment agreement, any refund due to you in a future year will be applied against the amount you owe. Therefore, you may not get all of your refund if you owe certain past-due amounts, such as federal tax, state tax, a student loan, or child support. The IRS will automatically apply the refund to the taxes owed. If the amount of your refund does not take care of the tax debt; then your installment agreement continues until all of the terms are met."

they will probably keep it but you should call them to make sure. its 1-800-829-1040

don't bet on it
they may keep it but not apply it

Hard to say. A lot of the time in this life, we find ourselves at the mercy of whoever's in front of the computer screen.

The IRS will keep it to cover any outstanding debt you owe.

Has anyone tried to link to dave ramsey?

I've tried to use dave ramsey's website for sources in 4 questions.
When I try to submit it it gives me an error 999 when I back up and take the link out it lets me answer. If I edit that answer and add dave's link again it gives me the error 999. I'll back up and take the link back out and it lets the answer go through again.

Yeah, I get that a lot. I really believe in him, and have tried to share the advice. But the error 99 comes on if I type the address with out the spaces. So like you, I split his name.

What is Iraq's current debt?

add link, to prove answer

That would be a difficult question to answer, based on the war conditions, and general instability of their current government.
They are probably still paying reparations for the Kuwait war, as well as helping to finance the American presence in Iraq.

A rough gustimate would put the dollar figure in the billions of dollar range.

Have you had a bad experience with a debt collector?

Well so have I. There aren't very many times I get fired up enough to try and do something about injustice in the world. I guess maybe it just needed to hit home before I felt the motivation.

Sure, being harassed be a debt collector isn't the worst thing that could happen to you, but it's still pretty bad. Being treated like less than a human is never fun, no matter who you are. Even if you really do owe the money they are asking, you still deserve to be treated like more than dirt.

So I made a myspace page called "Collectors Beware." I'm going to keep it updated with tips, stories, links, etc. Even if all it does is bring people together that have had similar experiences, that's good enough for me.

Please add me to your friends if you like to

myspace.com/collectorsbeware

If we all know our rights and decide to take a stand against these practices, maybe we can make things better.

Thanks :)

You have to pay your bills. If you have been charged incorrectly than you should dispute the charge and don't wait til it goes to collection. Apparently you have disregarded your past due invoices. I don't like to send out statements to people because they own me money. It is a waist of my time and I provided a service and should be paid accordingly. Should you have a returned check with any Company, your information not only goes to Collection if not paid it also goes to a District Attorney. It is the same as committing theft if you don't pay. Think about it! Why should a thief deserve royal treatment.

I don't have a myspace page sorry

i starred you and will add you when time opens up!
my story was with a hospital..
tried to tell me that i won't be allowed to go back!
tried to scare me into accepting something i couldn't pay!
i told the guy to shove hospitals are a public service and you can not refuse me the guy sat on the phone and argueed with me!
So i told him if i died in the waiting room in a there hospital that would be a lot larger debt then what i have with them!

he stopped calling me! :)

If y'all just paid the money you owe, you wouldn't have problems with collectors.

I don't think anyone has ever had a positive experience with the tough tactics they use.

Great Idea!

Nope, I've never had a problem with a debt collector. Probably because I pay my bills on time and don't have debt collectors calling me.

I did, however, have a lot of fun with a collector who tried to badger me over my deceased parent's credit card. He hung up on me, never to call again.

Is the collapsing market really the settling of debt?

In the articles linked below you'll read that investor's paper losses from the mortgage crisis have so far amounted to 8.7 trillion. The next meltdown will come from defaulting credit card debt which hovers around 1 trillion. Added together they approach the national debt level which is over 9 trillion dollars. Is this just the market's way of settling accounts? Is this the government's unspoken tax to alleviate its massive debt burden? Is this just coincidence?

you may have a valid point -- i do not think the govt did it on purpose (not that wise) but it might just be one of those laws of business where it will self correct itself given the right circumstances!!!

Anyone else know a good credit improvement program?

I have tried to dispute items on my credit report and haven’t had much luck. I have late payments, bad debts, and I have no good credit.

I am working on adding positive credit now .

Please give me links so I can research the different companies that you have known to be legit. Also your experience with the company would be helpful.

Please no skeptics, or people trying to tell me its a scam.

I know there are scams out there and I will research the company I choose, so please keep the warnings and comments to yourselves.

Also I know I can do it myself.

I tried this option, I want a good reputable credit repair company to do it for me.....

That’s great that you atempted to repair your credit yourself before you decided to pay someone.

Now that you know how aggravating the credit bureaus are to deal with, you need to find a legitimate company. Let me tell you; they are far and few between. I tried to repair my credit myself and gave up. Then I hired a company in California called a “Fresh Start” they charged me $695 and stole my money. I never heard back from them. It turns out it was a complete scam.

Still very serious and skeptical about repairing my credit, the 2nd time around, I researched quite a few different companies. I finally decided on a company in Florida called Credit Network. They are a smaller company and they really know what they are doing. They also didn’t charge anything upfront except for a small setup fee, after that they charge $49 mo, after the work is performed for the previous month. When I started I had 73 negative items between all 3 bureaus! That was about 8 months ago, and they have deleted all but 17 bad items. They were realistic when they said it could take over a year, buts that’s fine with me, because they followed through on what they said.

Something very important….. The bad debts that you say you owe; you need to pay them off. I don’t care if you settle them or pay them in full, eventually you need to pay them off because if you don’t, there is a very good possibility they will pop back up on your credit after you delete them. I was told that debts get sold and resold, even after the statute of limitations. So if you are as serious as you sound about repairing your credit, you have to pay them off!!

Oh yeah, here is the link to them http://www.expert-credit-advice.com/credit_repair_service.htm

IS IT TRUE that America has SO much DEBT we are owned by other Countries?

When I asked why don't we impose tariffs on China to reduce cheap imports avatar A T states:

We owe China appx 500 billion, and Japan even more, add Korea, and most of the western hemisphere...in accounting terms you no longer "own" America, it is an "asset" of foreign nations, it belongs to them in real terms...So it is not a good idea to upset these nations, as they may just withdraw your credit, and you will not be able to trade with anyone because they will not trust you if you do not pay your bills or impose tariffs on their imports.....the(pres)candidates do not want to illuminate this because that would involve home truths/losing votes, the first to mention this situation will never be president, and they know it.....

IS THIS TRUE? AND if so, how did these debts come into being??

Appreciate it if u provide links/sources of info, ty.

We are so spoiled, people don't want to hear it. Everyone is so hedonistic that we don't care to keep tabs on what our Government is deciding for us.
We have GOT to get out of this debt w/China & other countries so we are NOT held randsome.
America is based on a corporate system, but this is rediculous! What happens when one of these countries decides to lower the boom on us?? We're SCR#W#D!!

Street Riding Helmet. Link included! Pros and cons of this AGV helmet?

Hey all I am getting my first bike next spring. I can't wait to join the motorcycle culture. I've been saving up for 3 years and have been planning to buy a bike for 2 years now. I'm 19.

It's going to be my first huge investment! I'm buying a Kawasaki Ninja 250R in black. I will be adding a detailed red paint job (Was thinking about the traditional green but I want to be different ;) I plan on getting a black Icon motorhead jacket. Heavily armored/ perforated Alpinestar glove and boots. (In red.) I'm still deciding on what chaps to purchase. Still deciding as well on which insurance I will get. I'm assuring myself that it will be "full coverage though. However this is the sexy helmet I'll most likely buy:

http://www.agv.com/dyn_prod.php?p=S4_BLK...

Pros and Cons of it?

P.S.

This is my last motorcycle question I'm posting. I just can't wait anymore. When I get her I'll be cruising, discovering new roads each night. I don't plan to pop wheelies (maybe one or 2 =D or a stoppie, but it seems horrible for the suspension.) I'm an overly FULL time student at my college and working a part time job. Full time job in the summer. Next semester I will be taking about 20 or so credits. I took 18 this semester. I'm an honors student. I mean to brag =P. I'm just so happy of all my accomplishments. I never saw my future to turn out like this. My parents divorced when I was 3 and my mother's in debt. Someday when I get a nice stable job my loved one's won't have to work so much to make a buck. But I'll make them realize that I did to save theirs. I'll finally be a part of this huge motorcycle family and I already feel accepted. Anywayyyy, I just needed to "vent" a little bit. LOL, pun intended....
The helmet does look like it has a great venting system.

But please, what are the pros and cons of AGV's helmets, if you know of any? Thank you

Stupid, immature comments are also accepted but won't help much.

As long as the helmet fits your head comfortably and you like it, then get, they are designed very well.

Words of the wise, you're going to want a bigger bike in a month, I 100% guarantee it! You may want to think about that and go to the next size up. You'll thank me later :)

About a month ago I took a payday loan from E-payday. Every payday for me, they withdrew $90 from my checking

Every payday for me, they withdrew $90 form my checking account. This went on for six weeks 'cos I get paid every two weeks. That adds up to $270. On the third withdrawal, I called them to find out what my balance was, it was still $390.

I deceided to pay the loan in full that same day they withdrew $90, Thinking I've got pay only $300. But my balance was still $390. Meaning I have pay to $390 after they've withdrawn $90 from my accounts that same day, less than 30 mins. ago.

They explained to me that my next withdrawal is goin to be $140, that is $90 plus $50 every two weeks until the debt is cleared. That means I'll end up paying $1110 for a $300 loan.

I feel I'm being duped. Can any of you help me out. I also understand that every state has a different law regarding the profits on payday loans. Can any of u give me the link to the one in massachusettes.

sorry every day i tell folks to stay away from pay day loans and to start a rainy day fund with some of their money but they insist on keeping the internet cellphones and cable and end the same as you -- all you can do is chalk it up as a learning experience!!!

Opinion: Who will sort out our colossal National Debt?

The one group I’d most expect to be drawing up a roadmap to a debt-free Britain would be true-blue Tories. Some of them at least understand the problem. In a new book by five Conservative MPs - After the Coalition: a Conservative Agenda for Britain,  dubbed by the Independent as the Bible of the new Tory right wing, there is an entire chapter on the National Debt and the risk it presents.

As I have argued elsewhere, it is wrong to think that debt doesn’t matter… that so long as you can keep getting enough out of Peter to pay Paul then you’re fine. Where’s my evidence for that? One word: Greece. The country has become little more than a vassal state to its creditors. Being free of the debt that gives the markets their power means being free of being the next Greece.

The authors of After the Coalition make the right diagnosis – that the National Debt is a problem and a risk – but they issue the weakest of prescriptions: ”Over the course of an economic cycle, Britain should run a balanced budget.”

Put another way: they want the Government to make no attempt to pay down the National Debt. That is what a balanced budget would mean; sure, no net deficit over an economic cycle to add to the existing debt, but no surplus either. Remember, this debt stood at just short of a trillion poundsat the end of August.

I find the Conservative MPs’ balanced budget prescription to be peculiarly weak as it appears in a book that is supposed to be a brave policy platform for Conservatives to embrace once free of us pesky Liberal Democrats.

If the Tories won’t grasp this nettle then Lib Dems should. The party has a long history of being honest about public spending. In the 2010 Liberal Democrat manifesto, we listed how we’d raise taxes (page 100) and how we’d cut spending (pages 102/3) to bring down the deficit. We were honest enough (page 97) to say that even all these tax rises and spending cuts wouldn’t be enough, and we’d have to find more.
