Harrisburg mayor wants council to adopt Act 47 state recovery plan Patriot-News

Good morning, ladies and gentleman. Thank you for attending this press conference today.
I want to briefly discuss the Act 47 plan we have before us in the city of Harrisburg and, in advance of city council’s vote tomorrow evening, I want to assure you and the public that, regardless the outcome of that vote, we are moving forward with more or less the same plan as it stands now.
There will be a number of changes however, and that’s what I want to discuss with you this morning. The options we all face based on council’s vote tomorrow evening.
At this point, I am optimistic that council, for the greater good of city, will recognize the wisdom of pursuing the Act 47 recovery plan.
We have all been involved in the plan’s development, we have registered our complaints; the public has reviewed it, and now we have a final plan that addresses the two challenges we have before us: the looming incinerator debt, and the grinding infrastructural pressure of years of structural deficits. I know Madame president is in favor of the plan, and I suspect there are three wise council members who will join her in a majority vote.

Debt collection improvement act of 1996?
We have an employee who owes the government money under the debt collection act of 1996 (DCIA), and we pay accordingly with this order. My boss wants to know if we as an employeer have any rights to charge said employee for costs incurred for paying this debt. i.e. postage and time spent by various indivduals. This is not entended as a displinarian action which is unlawful under this act but rather to recover costs.
